9. If You're Thinking About Moving Here

This is an honest read, not advice. Talk to your own professionals.

What's true today. No data center has been verified inside ZIP 30288. But that's a narrow reading. A $2 billion, 200 MW, 1.9 million sq ft Digital Realty campus is approved and moving through regional review at Fort Gillem in Forest Park. Two more projects are approved or pending a few miles east in Ellenwood. Conley sits in the middle of that ring. If you move here, you are moving into a corridor that is being industrialized, and the decisions that industrialized it have mostly already been made.

The structural problem is representation. Conley is unincorporated and split between two counties. There is no city hall to walk into. Your neighbor across the street may answer to a different board of commissioners than you do. Forest Park — which approved the biggest project — is a city you probably can't vote in. That is a hard position from which to defend a neighborhood, and it is why Conley has no organized opposition group of its own while DeKalb and Clayton residents both do.

The population is already leaving. Conley CDP fell from about 6,645 in 2020 to an estimated 5,214 in 2026 — roughly a 21% decline. Poverty is around 36%. A community that is shrinking and poor has less capacity to fight, and less capacity to absorb a further hit to property values or livability.

The specific unresolved things:

  • Water demand for the Fort Gillem campus is unpublished. So is the cooling method. Georgia is under a Level 1 drought response declared April 27, 2026.
  • DeKalb's sewer system is under a federal consent decree for failures that damaged the South River and Snapfinger Creek.
  • Power costs are unverifiable until 2028 by PSC order, even though the Fort Gillem load is above the 100 MW threshold where the rules bite.
  • Noise and light from a 200 MW campus with backup generators is a real, ongoing, 24-hour condition. No noise study for the Fort Gillem project was found.

Practical steps before you buy:

  • Confirm your county and whether you're in Forest Park city limits.
  • Measure the distance from the property to the Fort Gillem / Metcalf Road site and pull the zoning of every parcel within a half mile.
  • Request the DRI file for the Fort Gillem project — it should contain the utility demand numbers nobody has published.
  • Check whether any Georgia Power transmission corridor study touches the property.
  • Ask the seller directly what they know about pending industrial applications nearby, and get the answer in writing.

Bottom line. Conley's risk is not a single facility — it's position. This is a small, shrinking, 75% Black unincorporated community with no government of its own, sitting inside a ring of approved and pending data center development, split across two counties whose protective actions came after the approvals rather than before. If you're buying here, buy knowing the corridor is already committed, and that the most useful thing you can do is plug into the DeKalb and Clayton resident networks rather than wait for one to appear in Conley.
